Under the General Services Administration’s “Design Excellence Program”, the tri-venture team of Neumann/Smith, HDR Architecture and Syska Hennessy Group was selected to renovate the first 5 floors of an existing 10-story building, originally completed in 1912 as a publishing facility for Rand McNally. The renovation allowed the Department of Homeland Security (DHS) to consolidate operations from several leased locations in Chicago into one government-owned building.

This facility includes many sustainable design features and multiple energy efficiency measures.  The major energy efficiency measures were evaluated based on a whole building energy simulation and were proven to be cost effective over a ten-year life cycle. These included air-to-air total energy recovery, installation of new premium efficiency motors and variable frequency drives on existing cooling towers, and the reconfiguration of the chilled water system into a true primary-secondary pumping system. A third high efficiency chiller was added to the central plant to provide redundancy and high efficiency off-hours operations for a building where a third of the occupants require 24-hour operation.

In addition to these energy efficiency measures, the design incorporates strategies for the office of the future. The design includes a raised access floor for power, telephone, and data cabling which allows for greater flexibility in the layout of the office space and increased energy savings. The ceiling is exposed concrete deck which allows for an increased floor to ceiling height (approximately 11 FT) and permits natural daylight to penetrate deeper in the office space. Additionally, indirect/direct lighting has been employed to create a more appealing office environment for the occupants.
